When Josh Palmer arrived from Canada in 2017, he was clearly a receiver who had lots of talent but was raw. As a sophomore, though, he capitalized on that raw talent while transitioning to the pro-style with 23 receptions for 484 yards and three total touchdowns.

Now, even with Jim Chaney being his third offensive coordinator in three years, Palmer is at least more acclimated to one offensive scheme, as this is his second year in the pro-style. And with just a little more experience, he showed what he could do in the spring.

Palmer was named Tennessee football’s most improved offensive player this past spring, and that’s coming off those nearly 500 receiving yards. With Marquez Callaway and Jauan Jennings the favorites to start as senior wideouts, Palmer is now the favorite to start in the slot.

Given what he has already shown and his development, his potential is now through the roof. If he does become the starter in the slot, Palmer should explode onto the scene as a touchdown machine. He’s a huge mismatch there at 6’2″ 195 pounds, which could be very helpful for Jim Chaney and Jarrett Guarantano.

New receivers coach Tee Martin has fallen in love with Palmer since arriving on Rocky Top, and that helps as well. So given what is said about him and his production, there’s no way he can’t be atop this list.

Tennessee football already had the chance to restore its title as Wide Receiver U with four seniors and two juniors in the system this year, many of whom have shown their elite potential. But Palmer, as a junior, has the best chance to explode onto the scene as a guy who hasn’t made a huge name for himself yet. So he’s No. 1 on this list as a potential breakout star.
